São Paulo / Rio urban cores: usually don’t — traffic + parking; apps + metro.
Day trips / coast hops from a Southeast base: maybe, once the friend’s neighbourhood is known.
Intercity SP ↔ Rio by rental is possible but long; flights/buses often saner.

Localiza is the domestic giant (HQ Brazil) — densest network, app-centric, widely used by locals. Review mix on Trustpilot mirrors Colombia: many smooth hires, recurring complaints about insurance pressure, breakdowns, or billing disputes — treat as reputable but not frictionless (Trustpilot, Reporte Colombia / Localiza LatAm context).
Internationals present at GRU/GIG/SDU; compare once city is known.
