Drones (bringing a DJI Mini 4 Pro)¶
Decision page: whether to bring a DJI Mini 4 Pro (takeoff weight typically ≤249 g — under 250 g, but above Colombia’s 200 g Aerocivil registration threshold) for this trip. Not legal advice; rules change — verify against the sources below before travel.
Current lean (7 Aug 2026): leave the drone. DIAN entry for UAS is a real process (declaration, possible duties, day-one airport time at El Dorado) — not worth the stress for this trip. Prefer a telescopic phone pole and/or GoPro instead — GoPro & phone pole. Archaeology sites also ban recreational drones anyway — see Historical / Archaeology.
If you reverse and bring it anyway: formal DIAN process at Bogotá El Dorado + Aerocivil registration; calendar below is tight against the 18 Aug flight.
Two separate problems¶
| Layer | Question | Mini 4 Pro-relevant answer |
|---|---|---|
| Customs (DIAN) | Can I physically bring the aircraft into Colombia? | Not as a casual “traveler import.” Only via restricted ports of entry + formal import / modality change. Weight does not exempt you. |
| Flight rules (Aerocivil + site managers) | Once inside, where can I legally fly? | Open-category recreational use exists, but registration applies (≥200 g). National parks and ICANH archaeological parks largely ban recreational drones. |
Bringing it in (DIAN — in force since Jan 2026)¶
Colombia tightened drone entry for security reasons via DIAN Resolución 000242 de 2025 (effective 11 January 2026). Official press: DIAN — control de ingreso e importación de drones. Legal interpretation: Concepto 3540 de 2026.
Hard rules:
- Not allowed under normal “importación por viajeros” (tourist baggage modality) for drones (HS 88.06) and related parts (88.07).
- Entry only via El Dorado (Bogotá) or Cartagena customs ports. Anywhere else → aprehensión / decomiso (seizure). Our outbound is London → Bogotá (Flights) — entry point is fine.
- Postal / courier import banned (same resolution).
- Travelers who arrive at El Dorado/Cartagena and present the drone can be put through cambio de modalidad → ordinary import (invoice, duties, possible inspection) instead of walking the green channel.
That is not “put it in the suitcase and hope.” Undeclared / wrong airport = high confiscation risk.
Instructions (traveler path vs commercial importer)¶
DIAN’s own press splits two audiences — don’t mix them up:
| Who | What DIAN says to do |
|---|---|
| Commercial importers | Declaración anticipada mandatory before the goods arrive; only via El Dorado / Cartagena. |
| Travelers carrying a drone | Do not treat it as traveler-modality baggage. At El Dorado/Cartagena, customs will order a cambio de modalidad so entry is formalised as importación ordinaria. |
Practical traveler steps (verify with DIAN / a broker — Muisca access for a UK tourist is the hard part):
- Decide yes/no early (see timeline below). If no → stop here.
- Gather docs before leaving the UK: original purchase invoice (or clear proof of ownership/value), serial number, passport, flight itinerary. Photograph the drone + serial. Carry LiPo batteries in cabin per airline rules.
- Optional but wise this week: email/call DIAN or a Bogotá customs broker (agencia de aduanas) describing “viajero ingresando UAS 88.06 por El Dorado, cambio a importación ordinaria” — ask whether they want an anticipada filed in advance or only on-arrival processing, and rough duty/VAT. Secondary write-ups disagree on whether tourists must file anticipada themselves; official press emphasises on-arrival modality change for travelers.
- If told to file anticipada: for air cargo/import goods, obligatory anticipada is generally due ≥ 5 calendar days before arrival (arrival day not counted) under the general anticipada rules in Res. 46 / Dec. 1165 — see DIAN abecé anticipada (PDF). Filing usually needs a Colombian customs user / broker — budget for that, not DIY from Muisca without help.
- At El Dorado (arrival): keep the drone kit accessible (not buried in checked hold only). Go to customs / red channel and declare — do not use the nothing-to-declare path. Expect: present gear + invoice, modality change, possible inspection, pay IVA / arancel as assessed, wait for levante. Time cost: plan hours, not minutes (worst case: held overnight / broker next business day — unconfirmed; treat as day-one disruption risk).
- After clearance: Aerocivil registration for ≥200 g before legal open-category flying (separate from DIAN — see below).

Timeline vs this trip (today 7 Aug 2026, fly-out 18 Aug 2026)¶
| Date | What |
|---|---|
| Fri 7 Aug (today) | Decision window opens. ~11 days until arrival. |
| Sat 8 – Mon 10 Aug | If leaning yes: find invoice/serial; contact DIAN or a Bogotá agencia de aduanas; ask anticipada vs on-arrival-only. |
| Tue 11 – Wed 12 Aug | Soft deadline to commit yes/no. If yes and broker says anticipada is required, leave buffer to file. |
| Thu 13 Aug | Latest “5 calendar days before 18 Aug” if anticipada applies (count 13–17 as the five days before arrival day 18; arrival day excluded). Still feasible from today, but only if paperwork starts this weekend / early next week — not the night before the flight. |
| Fri 14 – Sun 16 Aug | Pack: drone + invoice accessible; LiPo in carry-on; confirm airline battery Wh limits. |
| Mon 18 Aug | Land El Dorado → declare → modality change / duties. Budget extra airport time; wedding/dance day-one plans may slip. |
| After arrival | Aerocivil UAS registration before recreational flights. |
Compatible with the calendar? Yes, barely — only if you decide within ~3–4 days and start broker/DIAN contact immediately. Eleven days is enough for paperwork if you move now; it is not enough if you wait until the weekend of departure. If the main goal is archaeology aerials anyway, skip the stress (site bans dominate — see below).
Practical risk if you skip the formal path: high — commonly confiscation, not a shrug. Formal path: legal entry is designed to be possible at El Dorado, with time, paperwork, and possible duties.
Flying once inside (Aerocivil RAC 100)¶
Colombia’s current UAS framework is RAC 100 (replacing the older RAC 91 Appendix 13 regime). Official hub: Aerocivil — Aviación No Tripulada.
Key points relevant to a Mini 4 Pro (verify weight with batteries / prop guards installed — use the actual takeoff mass):
- Registration: UAS with mass ≥ 200 g must be registered with UAEAC for open-category (non-commercial) operations. Mini 4 Pro is typically above 200 g and under 250 g, so expect registration, not the sub-200 g exemption.
- Open category: recreational / non-commercial flights up to 25 kg, subject to the operational limits in RAC 100 (airspace, distances, urban rules, etc.). Commercial / “specific” category needs more (pilot certificate, flight authorizations).
- Always check restricted airspace before flying (Aerocivil UAS geographic tools / current maps on the Aerocivil UAS pages).
Registration and open-category rules do not override site bans (parks, archaeological parks, private land, indigenous sacred areas).
Site / land-manager bans (the trip-killer for archaeology)¶
Recreational drones are broadly not allowed in:
- Parques Nacionales Naturales — recreational / private image capture with drones is prohibited; drones only in the frame of a formal film/photo permit (or justified research). See PNN FAQ / circular material, e.g. preguntas frecuentes filmación and related PNN notices.
- ICANH archaeological parks — visitor rules ban equipment that produces noise / disturbs the site (explicit on San Agustín visit info); remote-sensing / archaeological imaging sits under ICANH protocols, not tourist freestyle flying.
Per-site practical notes (staff density, how “alone” you can realistically be, enforcement feel): Historical / Archaeology → Drone notes.
“Illegal but empty — is the risk low?”¶
Framing for the decision, not a how-to:
| Situation | Legal? | Practical encounter risk (qualitative) |
|---|---|---|
| Inside staffed ICANH parks (San Agustín sectors, Tierradentro hypogea routes) | No (park rules + heritage controls) | High — tickets, guards, other visitors; San Agustín has active tourism-policing initiatives with Policía Nacional. |
| Ciudad Perdida trek / site | No (guided trek + PNN-style recreational ban + indigenous sensitivity) | High — you are almost never alone; guides / operators can eject and confiscate contextually. |
| Chiribiquete | No (and not a tourist visit) | N/A — don’t go / don’t fly. |
| Museums, salt cathedral, town squares | No / pointless | High if attempted. |
| Open rural land outside parks, away from airports / crowds | Maybe under Aerocivil open rules if registered and airspace-OK — still not if over restricted / private / protected land | Variable; emptiness ≠ permission. Local reporting / police still possible. |
Empty landscape can lower witness density; it does not make park or heritage bans go away, and it does not help at customs on day one. Theft risk of carrying a Mini 4 Pro kit around multi-city transit is a separate practical cost.
Airline / packing caveats¶
- LiPo batteries: usually carry-on only (airline limits on Wh — check the specific carrier).
- Keep the aircraft accessible for declaration at El Dorado if bringing it.
- Invoice + serial number + spare props in the same kit you present to DIAN.
Decision checklist¶
- Main use case is archaeology aerials / don’t want DIAN stress? → Leave the drone (current lean, 7 Aug 2026).
- Pick a substitute: telescopic phone pole (default) and/or GoPro — see GoPro & phone pole.
- Only reopen the Mini 4 Pro if landscape flying outside parks becomes a hard priority and you still have time for DIAN/broker before ~13 Aug (fly 18 Aug).
